Abstract: 

The purpose of this study was to investigate the relationship between human resource management flexibility AND operational performance in the maritime transport industry, AND in particular in Khorramshahr port. Meanwhile, the role of learning AND innovation is emphasized. This research is descriptive AND causal in terms of applied AND research method. A questionnaire was designed based on a model based on theoretical fundamentals of the research. The validity, dimensions AND items of the questionnaire were confirmed by the supervised professors AND also by reliability, using Cronbach's test. In this study 150 employees of Khorramshahr Seafarers' ORGANIZATION were surveyed. Data were analyzed using SPSS version 22 AND LISREL software version 8. 51. The results obtained from structural equation tests showed that all hypotheses were approved. The flexibility of human resources has a positive AND significant effect on ORGANIZATIONal learning capability, innovation, AND ultimately on operational performance in MARINE transport. Considering the amount of path coefficient of main hypotheses, ORGANIZATIONal learning capability with the coefficient of path 0. 61 has the most effect on the operational performance of MARINE transport.

Abstract: 

SHORTAGE OF MARINE DATA AND THE NEEDS OF MARINE ENGINEERS FOR INPUT DROVE PORTS & MARINE ORGANIZATION (PMO), AS PORT AND MARINE AFFAIRS AUTHORITY, TO ADOPT A MEASURE AND EXERCISE ITS POWERS TO FILL THIS GAP. A MEASURE THAT PMO ADOPTED TO ADDRESS THIS PROBLEM WAS ASSESSMENT OF MARINE SPECIFICATIONS AND COMPLETING THIS NETWORK AND INSTALLATION OF CERTAIN EQUIPMENT. OBSERVATORY NETWORKS ARE INEVITABLE BECAUSE THEY CAN RECORD COASTAL AND OFFSHORE EVENTS AND PROVIDE DATA FOR ANALYSES. THESE NETWORKS ARE DESIGNED FOR MAINLY TWO REASONS: PROVIDING GENERAL INPUT FOR GAINING INSIGHT INTO THE NATURE OF COASTS AND PROVIDING REAL-TIME DATA FOR USERS SUCH AS FISHERS, VESSEL OWNERS AND ALSO THE OWNERS OF COMMERCIAL SHIPS. THESE DATA CAN MAKE THEM AWARE OF ANY POTENTIAL RISKS. THIS ARTICLE TAKES SPECIAL APPROACH IN SELECTING WHERE STATIONS MUST BE INSTALLED. BY IMPLEMENTING THE RESULTS OF THIS STUDY, MANY GAPS THAT ALREADY REMAIN CAN BE FILLED AND MANY NEEDS TO INPUT FOR THE PURPOSE OF ANALYTICAL WORKS SHALL BE MET.

Abstract: 

A MAJOR TROUBLE IN COASTAL ENGINEERING AND OFFSHORE STRUCTURES OF IRAN IS LACK OF SUFFICIENT INFORMATION ON WAVE CHARACTERISTICS AT IRANIAN SEAS. SUCH INEFFICIENCY HAS CAUSED CONSULTANT COMPANIES THAT ARE INVOLVED IN OFFSHORE STRUCTURES DESIGN BE FORCED TO TAKE EXPERIMENTAL AND SEMI-EXPERIMENTAL INDICES AND FINDINGS. IT IS QUITE EVIDENT THAT UNCONFORMITIES SIMPLY ARISE IN SOME CASES, BECAUSE SUCH INDICES AND FINDINGS MIGHT NOT CORRESPOND TO THE REALITY AT SOME OCCASIONS. THE MAIN REASON FOR THAT LIES IN THE NATURE OF THE FINDINGS AND INDICES THAT ARE EXPERIMENTAL AND SO THEY ARE MORE LIKELY TO BE RANDOM. TO ADDRESS THIS ISSUE, PORTS AND MARINE ORGANIZATION DEPLOYED ITS POTENTIALS AND MEANS TO START A PROJECT FOR THE FIRST TIME KNOWN AS IRANIAN SEAS WAVE MODELING (ISWM). THE PROJECT COMPRISES OF TWO MAJOR PHASES: STUDY ON CASPIAN SEA COASTS AND STUDY ON GULF OF OMAN, HORMOZ STRIP AND PERSIAN GULF. THIS PROJECT AIMS TO MODEL IRANIAN SEAS WAVES WITHIN A SPAN OF TWELVE YEARS (FROM 1992 TO 2003). FOR THIS PURPOSE, MIKE21SW WAS USED AS GENUINE SOFTWARE. THIS SOFTWARE HAS THE CAPABILITY TO INCLUDE WIND DATA IN MODELING WAVES. THE WIND DATA ARE USED AS INPUT.

Abstract: 

This research is conducted with the aim of assessing the satisfaction of personnel at PORTS AND Maritime ORGANIZATION with the performance of the Public Relations Department. This is a survey research that uses questionnaires as the measurement tool AND the subsequent descriptive tables AND charts are developed AND analyzed by the SPSS Software. The population included the personnel of the PORTS AND Maritime ORGANIZATION at different level (around 500 men AND women), out of which 367 people were available for the research. The research made use of a holistic sampling method. The findings indicated that the majority of participants are familiar, to some extent, with the performance AND activities of the public relations department AND trust it. They believe that this department has acted vividly on distribution of information, AND that it has been successful in holding or participating in national or international exhibitions related to maritime transportation industry, sending ORGANIZATION news to news agencies AND also commending the retired AND their families, as well as holding ceremonies on various occasions. On the other hAND, the personnel believe that this department has not gained much success in surveying the personnel's opinions, promoting relations inside the ORGANIZATION, holding internal meetings between the personnel AND managers, establishing free commenting systems, commending distinguished personnel, reflecting the personnel's problems to the management level AND creating better understANDing among different levels, nor has it made use of the viewpoints of the personnel in its decisions.

Abstract: 

The objective of HSE strategic program is to provide managers with an approach by which they can manage HSE issues in an objective framework. Undoubtedly, this is one of the most effective actions that has took place in order to systematically fulfill the HSE objectives which are in relation with ORGANIZATION macro-objectives AND increase the reliability of the ORGANIZATION for participating in international activities. This research is based on the Fred R. David, Pears, AND Robinson methodology. Using this methodology AND by making it native -according to ORGANIZATION features AND HSE program, this research prepares a 7 levels model for establishing HSE strategies. Using strategic management in the HSE area, a new knowledge has been produced. This research has combined these two professional areas for the first time. Because of its novelty, it is necessary to establish specific models for this area. This research also has established a matrix for HSE strategy which determines the HSE position of the ORGANIZATION. This research provides a scientific approach for PORTS AND maritime ORGANIZATIONs as well as other ORGANIZATIONs.

As stipulated in PORTS & Maritime ORGANIZATION Code of Practice ratified in 1969, one of the P.M.O patent responsibilities is membership in related international PORTS AND maritime ORGANIZATIONs AND participation in related conferences & associations.Indubitably, including such a mission in the regulation arise from the international nature of shipping activities, import AND export of cargo as well as ship & port interaction.On the other hAND the legislators desire a strong AND effective membership AND participation in order to protect the country national advantages.In the light of such responsibility, PORTS & Maritime ORGANIZATION as the representative of Islamic Republic of Iran government is a member to several regional AND international ORGANIZATIONs including, IMO, IHO, IAPH AND ROPME AND taking part in their meetings AND conferences.Among others, International Maritime ORGANIZATION is the most significant one. According to IMO convention which was ratified in 1948, IMO founded in 1958 with its secretariat based in London. Islamic Republic of Iran was one of the leading members of IMO, Joining it in 1958. Currently 168 countries are member to IMO, AND over 70 international AND regional ORGANIZATIONs including governmental AND non-governmental ORGANIZATIONs cooperate with IMO. IMO main responsibility as the specialized agency of the United Nations is to protect AND improve maritime safety AND security, to protect MARINE environment AND prevent air pollution caused by shipping activities AND finally to improve shipping productivity.IMO attempts in 50 years of serving the development of maritime industry become evident in ratifying several conventions, protocols, resolutions, guidelines, AND recommendations. Regarding the above, no development would ever occur without setting goals AND planning to achieve it.Fortunately, PORTS AND Maritime ORGANIZATION, keeping pace with latest technical & technological progress has taken effective steps in making policies AND development planning specially in the recent decade; however the progress has been slow in some aspect for some reasons. In this article, one of these aspects which is the interaction with International Maritime ORGANIZATION is considered AND the necessity of making policies AND planning in order to improve Iran position AND to actively AND effectively participate in technical AND specialized negotiations in IMO is emphasized.

Abstract: 

Given that ORGANIZATIONs' two-way relationships with their customers have changed significantly over the past few years, there is no long-term guarantee of business continuity. Therefore, in order to maintain competitiveness in this uncertain market, ORGANIZATIONs should identify their customers well, anticipate their needs AND wants, AND equip themselves with this information AND provide effective marketing strategies to maintain their survival. Given the importance AND high share of Iranian port revenues in the domestic economy AND the existence of fierce competition between PORTS in the region, the need to identify key customers AND determine their needs AND wants for the PORTS AND Maritime ORGANIZATION is felt more than ever. On the other hAND, data mining, which is the science of data analysis, is introduced as a bridge between parts of data. In this regard, there are tools in data mining such as clustering AND classification that create the necessary conditions for the ORGANIZATION to provide the desired service to the customers of the target cluster AND to establish a close relationship with them for the ORGANIZATION. Therefore, in this dissertation, RFM analysis is performed on the processed data of 595 customers of the PORTS ORGANIZATION during one year AND the clustering process is performed using RFM analysis output AND two clustering algorithms, K-means AND SOM, in order to determine the optimal number of clusters is used from the silhouette index. The C4.5 tree algorithm is then implemented on the results of the two algorithms K-means AND SOM AND customer behavioral characteristics are identified. Finally, the quality of the clusters is evaluated using the stANDard deviation of the data within the clusters AND the results obtained from the two methods are compared. Due to the fact that the quality of the clusters obtained from the SOM algorithm is better than k-means, based on the clusters obtained from the SOM algorithm, key AND valuable customers are identified. Based on the analysis of the results, it was found that the customers of clusters 9 AND 12 resulting from the SOM algorithm with the ↑ M ↑ F ↑ R model have the highest value AND loyalty for the PORTS ORGANIZATION AND are the most important customers of the PORTS ORGANIZATION AND the customers of clusters 1 resulting from SOM algorithms with ↓ M ↓ F ↓ R model have the lowest value AND loyalty for the port ORGANIZATION. In this way, key AND valuable customers are identified.
